Planning
General Plan Update:
The City of West Sacramento is beginning the third year of a four year process to update its General Plan. The project is being headed up by a consultant team from Mintier Harnish with heavy involvement from City staff. The General Plan serves as the constitution for development of the community by setting forth a long term plan consisting of a land use diagram, goals, policies and implementation measures.
Two efforts were recently completed. In October 2008 a new housing element of the General Plan was prepared and adopted by the City. The Housing Element sets forth the City's goals, policies, and programs for housing supportive services. In addition, in 2008 the City prepared an Issues and Opportunities Report. The report summarized the key issues that have major policy implications as West Sacramento considers how to accommodate growth to the year 2030. Among the major issues indentified included the need for levee repairs, challenges along West Capitol Avenue, river access, lack of connectivity in the roadway network, public transit and need for additional child care. Opportunities were also identified such as development in the riverfront, expansion of bicycle routes, and an increasing focus on the need for more walkable communities. The intent of the report is to stimulate discussion and lead to confirmation and selection of courses of action to be reflected in the next phase of the General Plan, the alternatives.
Staff has been working with the consultant to prepare an alternatives report. Three alternative land use diagrams are in the process of being formulated which will show different levels of development over the next twenty years. In addition, staff are preparing issue papers on subjects such as transit, level of service, healthy communities, West Capitol Avenue, and river access which will provide a range of policy alternatives. These efforts will be released beginning in mid to late June 2009. Public meetings will be scheduled to provide for public comment on these materials.
