The Special Event Application serves as a clearinghouse for information which needs to be exchanged between the applicant and various departments of the City responsible for protecting the health, safety and welfare of the community. It alerts these departments that a planned occurrence is scheduled for a future date, and it provides a service to the applicant regarding how the event may be impacted by City code.

Special Event Applications are provided by the Department of Finance located at City Hall, 1110 West Capitol Avenue, West Sacramento. This Application may require several “Exhibits” depending upon the nature of the event.

After receiving a completed Application, the Department of Finance will officially begin the application process. To be considered complete, the Application and all appropriate exhibits must be entirely filled in. If an item does not apply, please place “N/A” in the space provided.

This process begins by the Department of Finance routing copies of the Application to the appropriate City departments, and sometimes to other regulatory agencies. This may include Fire, Planning, Police, Public Works and the Yolo County Sheriff. A desk review by these departments may indicate that further information is necessary.

Based upon the information received, the Police Department may assign the event to one of the following categories:

  • A Category 1 Event is generally any Special Event that is reasonably expected to attract from 50 to 499 people.
  • A Category 2 Event is generally any Special Event that is reasonably expected to attract from 500 to 3,000 people.
  • A Category 3 Event is generally any Special Event that is reasonably expected to attract more than 3,000 people.

Category 2 and 3 Events require a Special Event Permit which may come with restrictions on the time, place and manner of conducting the event as are necessary or appropriate to protect persons and property and to control traffic. The Permit may also require a fee.
